Sometimes a VM will suspend in ClassLoader.loadLibrary for no apparent reason. 
I don't have a test case for this, but since I have seen it a few times, we
should have a bug for it.

I haven't seen it in a while, but I have been debugging with 1.4 vms lately.  I
used to get this a lot with 1.3 VMs.  I see this bug as a placeholder rather
than a "must fix now" sort of bug.  Can we sideline it?
