Native Common Base Event implementation does not support 64 bit platforms.

The native Common Base Event implementation should support all platforms that 
the old/new Agent Controller supports.

Currently, no know problems exist but more rigorous test cases are required to 
flesh out any corner cases.

Native CBE is not available on EM64T and IPF.

This defect requires additional testing on the 63 bit platforms since drivers are being built for the only support 64 bit platform (Red Hat Enterprise Linux Advanced Server v3.0 Power PC (64-bit)).  Finally, add 64 bit platform support to TPTP's JRE and OS support statement
(http://eclipse.org/tptp/home/project_info/releaseinfo/4.1/support.html).

Also, test on new Linux (IA64) and Windows 2003 (IA64) platforms.
