In the Outline view, the Toolbar Icon representing a Field (Circle F) has the 
meaning: Do not show fields.  In the Debugger, the Toolbar Icon of a Package, 
has the meaning: show package names.

When pressed, the field icon hides fields.
When pressed, the package icon shows fields.

This is inconsistent and confusing.

After talking at the the ATC, I understand your concern with the defaults being 
the unpressed state.  The problem is compounded by UCD request to change the 
Tooltip labels.  If the tooltip labels did not change, I think the current 
behavior would be quickly learned.  90% of the confusion (for me) is caused by 
the tooltip changing.  Can we press on changing the UCD?
