window > Preferences > Perspectives > Open a New view > As a fast view

enabling this option has on effect.  Views continue to be opened in places 
other then as fast views, even when the last place the view existed was as a 
fast view

this is one of the few ways we have discoverability to fast views I think it
should be fixed for RC2... or removed

I suspect this is a dup of 19079.
It works for me in RC1 with views that are unknown to the perspective.
This is admittedly highly counter-intuitive.
