3.1 RC1

- try to drag to detach a view
- you get the detach cursor and the rectangle, but the view is not detached when you release the mouse 
button
- the detach cursor also remains showing until you move the mouse again

We should not allow the drag to start on platforms that do not support detached views.
I believe this is a regression, but haven't checked 3.0.x.
