This is a new change for RAC plugin dependencies. It used to be
version-dependent but now it is fixed. Please see bug 95241.

Samson, Dan is now handling most of the doc work; transfering to him. Can you
help him by explaining specifically what documentation files need updating, and
what the changes would be? Also Dan's workload is getting pretty high; I'll let
him determine whether this gets targetted for 4.0 or 4.1 -- the more specific
information Sampson can provide, the more likely it can get into 4.0.
