Sometimes tooltips appear in the center of a different monitor than the one
containing the item the tip applies to and the mouse cursor.  This usually seems
to happen then the item to which the tip applies is near at the edge of the
screen and the tip would need to adjust its position to avoid appearing
offscreen.  In these cases the tip appears physically far away from the mouse
cursor, e.g. half a screen width away.

Can you give me an indicate about which tip is causing the problem?  Maybe a 
screen shot?

Ok here is a multi-monitor screenshot of the main eclipse window on the far left
side of my center monitor, this browser instance (where I am typing this reply)
on the right monitor, and an errant tooltip in the center of the left monitor. 
The mouse cursor is hovering on the '+' indicator to the left of the @author
tag.  The same thing happens with any of the other '+' sings on this display
(and with other tooltips on the edge of the screen).  I made the eclipse window
small just to make the screenshot less cluttered, it happens regardless of the size.

This looks like a JDT tooltip, not a native one or one from CTabFolder.  
Steve, do all tooltips break like this?

I have seen this behavior for many types of tooltips in eclipse, such as the
overrides indicator arrows, compiler error and warning messages, folded code
popups, and so on, but as far as I can recall the broken behavior is always on a
tooltip in a Java editor.  (Sorry, I don't know what all the kinds of tooltips are).

Another potentially interesting thing - on some items with tooltips if I roll on
and off the item multiple times, the tooltip appears in the broken place only
the first time, and a more 'correct' place (e.g. on the other monitor, but
physically adjacent to the item with the tip) on subsequent times.  If I go to a
tooltip which always shows in the broken place, then back to the one with the
one-time broken place behavior, the one-time behavior occurs again.
