3.1 I20050526-2000:

When dragging multiple views into the same floating shell, the tabs for
switching between the views are on the bottom of the window, even if the
preference setting "General->Appearance->View tab positions" is set to "Top".

This is especially bad, because then the tabs and view toolbars cannot share
vertical space.
