After the initial reading there is no attempt made to keep the state of the context architecture in sync 
with the registry.

I'm going to fix this as part of Bug 96600, as the 
bindings/commands/contexts/handlers code and extension points (especially when 
including deprecated extension points) is rather interwoven.
