In the german translation the hotkey for comment and block comment are still
CTRL+/ and CTRL+SHIFT+/, while the key / is SHIFT+7 on the german keyboard layout.
So you can use CTRL+SHIFT+7 to comment some lines, but block comment is out of
reach when using hotkeys.
If a redesign of functions and hotkeys is done (toggle instead of comment and
uncoment), please keep in mind, that the translated hotkeys have to be changed.

Key bindings aren't translated i.e. they do not depend on the installed Eclipse
nl pack.

For now please reassign via Keys preference page.

This could be resolved if Bug 46588 were fixed.  This would allow "Ctrl+7" to 
equate to Ctrl+/", and Ctrl+Shift+7" to equate to "Ctrl+Shift+/".
