It is possible to make it so that there is no focus control on the display.  The
symptoms of this are as follows:
1.) Key bindings in the workbench will stop working
2.) Clicking around in the workbench window will restore sanity
3.) Open a menu restores sanity
4.) Typing in the active part (i.e., native widget keyboard behaviour) will do
nothing

While debugging Bug 95222, we saw this bug instead from time to time.  We used
the same steps (i.e., opening and closing dialogs using the keyboard).

We determined that this is actually a duplicate of bug 93836.
