Extension point schema builder should rebuild dependant plugin.xml files

E.g.:
- enable autobuild
- in org.eclipse.jdt.junit, remove extension point "junitLaunchConfigs" and save
=> An error is shown in org.eclipse.jdt.junit, but not in org.eclipse.pde.ui.
   Same problem when reverting the removal in org.eclipse.jdt.junit
