Increase the buffer size for the Update manager's download process or make in 
configurable. That should speed up the update process.

Do you have any suggestions or measurements for what a good value would be 
(assuming configuration is not an option) ?

I would suggest to use a 256K buffer. It seems the Internet Explorer use the 
same size for the download process. At the same time, the upload manager should 
be reliable enough on dial-up connections.

I believe the issue here is to much network traffic and it was addressed in 3.2 rc7.
