The post mortem and local launch sould have a default debugger settable though a
preference page for new launches, this would also allow ISV's to change this to
a reasonable default for there product.

The "Debugger Types" preference page is added to the "C/C++ -> Debug" global preferences. It allows users to filter visible debugger types and select the default type.
