If I am developing for an Eclipse-based product using only the Eclipse SDK, it 
doesn't make sense for the detail formatters to be obtained from the 
development environment plug-in registry.

For example, if the runtime includes GEF, but GEF is not in the development 
environment, the formatters don't show up.

You can also enter them in the detail formatter's pref page.

Not if I am trying to provide formatters that other developers would get for

errr ... are you speaking about the logical structures ? because there's no
extension point defined to provide detail formatters.

Log structures are picked up from the runtime. Detail formatters are picked up from the development time, since there is no ext pt, and they are compiled against source in the workspace. Dupe of request for detail formatter ext pt.
