The CVSUpdateCheck plugin (http://cvsupdatecheck.sourceforge.net/) provides 
additional CVS label decorations to the Package Explorer indicating if remote 
changes have occurred in the CVS repository.  This seems like a natural 
extension to what Team Synchronizing perspective is already doing.
