Whenever possible, help documents will be shown in place to reduce the need to 
leave the Welcome context.
This needs to be done as part of Welcome enhancements.

added support for showing Help topic embedded in welcome page.

The intro url action showHelpTopic now accepts a parameter "embed" as follows:

http://org.eclipse.ui.intro/showHelpTopic 
id=/org.eclipse.platform.doc.isv/porting/eclipse_3_0_porting_guide.html&emb
ed=true

If true, the Help system topic is embedded in the full intro page. 
The flag is simply ignored in the case of SWT presentation, and the topic is 
displayed in the Help system.
