When choosing a commit comment from the <Choose a previously entered comment>
list, the choosed comment should move up in this list. This means that the list
should be sorted by last use of commit comment and not first use of commit comment.

Sorry but I disagree this is a dup of #81429. 
Both deal with the commit dialog but with different issues: #81429 want to make
the last comment the default text in the text field whereas this one concern the
reuse of comments from the combo
