The workbench as a whole could do better in its handling of out of synch 
resources.  This should be reviewed.

For example, see bug 2028.

We should also reconsider having a background thread which checks the 
filesystem for out of synch resources and does refreshes as needed.
The difficulty with this is that it can trigger builds, interrupting the user.
One option would be to temporarily turn auto-build off during automatic 
refreshes, so that auto-builds happen only in response to user actions.
