If you click on one of the icon or image links in the Branding page of the
Product Configuration Editor, for example File under Use a single ICO file,
16x16(Low) under Specify BMP images, Icon under Linux XPM icon, File under
macosx ICNS file, Large under PM icons, or Image under About Dialog, the system
editor is invoked. PDE should supply an editor that can handle any of the image
resource types that you can specify on this screen. There is an image editor in
one of the plug-in examples that could be used as a starting point for this (SWT
Paint).

sorry we're not in the image editing business,  and have no plan to venture in 
that area.
