When the target contains jar'ed plug-ins, the export of an application fails
because the build.xml can not be generated in the plug-in.

Details:
To build an application, pde generates build.xml files for all the plug-ins that
are required. The generated build.xml are being stored in the plugin folder.
When running out of jars there is no place where to put the build.xml.
