The activity preference page should not be hardcoded.  We should provide a
default page in the IDE that can be replaced by other products.  It should be
sufficient for us to define the preference page in the SDK plugin along with the
activities.

Fix in HEAD.  I've moved the ActivitiesPreferencePage to public API package and
made it capable of responding to IExecutableExtension parameters.  Via these
parameters you can override the default label for the tree (Ie: Capabilities) as
well as the lable and tooltip for the checkbox.  Product designers can refer to
activities using whatever terms they desire.
