Ant no longer requires the spec of a default target (bug 81367)

The AntTargetsTab will not validate (allow Run or Debug) if no default target 
is specified.

Fixed in AntTargetsTab.

As well fixed in the incorrect validation in the InternalAntRunner classes so 
that the build will actually execute correctly.
