Users should be able to list a set of target platforms to package for rather 
than having to package individually for each

(yes I know you said you would remember this for the editor but ...)

Here's a use case. I want to create an update site that targets all the valid
Eclipse os's and architectures, but currently it is using only my current
setting in Windows > Preferences > Plug-in development > Target platform.
This will be necessary for JWS support.
