M4 test pass

- create project 
- open project properties
- go to compiler

observe: the restore and apply buttons are enabled. The actually do something if
pressed on a disabled page. We should disabled the buttons as well.

'apply' makes sense, but use default (= use workspace settings) is not very
valuable, it's more confusing.

the default button is useful to get back the inherited values after you made
changes. If these values are already set, then the default button is a no-op,
but I think this is ok.
