build I20041124

(I thought I had already reported this, but couldn't find the PR)

- Open a plugin.xml file with some extensions
- on the extension tab, select some extension element
- copy the text from one of the shown fields using Ctrl+C
- select a different field
- paste using Ctrl+V
- it works
- go to a different extension
- select some field
- Ctrl+V doesn't work
- Edit > Paste is disabled

Paste should be enabled whenever you're a field has focus and the clipboard has
some text in it.

Paste is enabled, right-click paste (winXP) works everywhere.  ctrl-v (on winxp)
does not however.
