Several convenience functions useful in using the native Common Base Event.

Possible functions include:

-GUID (e.g. XSD:ID) generator.
-Current time (e.g. UTC/local) in XSD:dateTime format.

The basic services were checked-in initially 11/30/2004 6:29pm. Final fixes 
(including global namespace change) checked-in 12/01/2004 7:02pm. Paul tested 
code successfully with RAC logging usage 12/02/2004. 

Some improvements to internals remain to be done. These will be tracked under 
separate defects.
