Currently, we have to copies of "ArgumentParser" - one in JDT launching and 
one in External tools. They are out of synch after the fix for bug 70955. We 
should have one centralized copy of the support in the debug platform.

Fixed. Centralized argument parsing in DebugPlugin.parseArguments(String). 
External tools and JDT launching now use this centralized support (changes to 
ExternalToolsUtil and ExecutionArguments).
