When a user develops and application and then wants to deploy, they are 
challenged to collect together the files they need for each of the platforms 
they are targetting.  They need the launchers (exe files), fragments, etc.  To 
address this need I propose we create a "deployment pack" zip file and make it 
available on the regular download site.

The deployment pack would contain
- ALL fragments for ALL platforms (not the language packs)
- A special feature/plugin which contains ALL launchers for ALL platforms

Users wanting to deploy their application for several target environments would 
then download the depolyment pack and add its contents to their target and 
deploy their application.  PDE build would include the appropriate fragments 
etc when building.

Other alternatives are to include these elements in the RCP SDK build.  This 
would add about 10MB (mostly SWT fragments)
