In datapool creation wizard, enable user to define an initial datapool 
dimension, i.e. numbers of rows and columns.

A spinner widget is provided in SWT 3.1 (see 14297).  Since TPTP won't pick up 
3.1 until 4.0, so will fix this defect in 4.0.

Added initial dimension spinners in datapool new wizard.  
Updated datapool import mechanism to either overwrite the dimension or honor 
the dimension to import only as much data as the dimension.

Closing by default since not closed by the originator in the 7+ months since being resolved.  

Please reopen if the issue is still present in the latest TPTP release or the resolution is not correct.
