In the plugin.xml for our plugin, we have created actionsetPartAssociations for
associating actionsets with specific editors. This works fine. However, if the
user utilizes the "Customize Perspective" dialog to change the visibility of an
actionSet, the actionSetPartAssociation has no effect from that point on. The
actionSet becomes visible globally. There does not seem to be any way to
restrict this visiblity to an editor. 

Are there any workarounds for this? Is this something that is already being
considered by the Platform team?

This is a known usability problem.  The workaround is to use Window > Reset
Perspective.  This item is not a priority right now for the UI team, but if
you'd like to help us with a patch, that would be appreciated.
