In the Modify tab of the Keys pref page, select the File category.
In the Name drop-down, the Properties command shows as: Properties
(org.eclipse.ui.file.properties).

I couldn't see any other commands that show the command id, and the name of the
command in plugin.properties does not have this suffix.

Why is the suffix shown here?
