In a network environment, you should be able to create/maintain an infocenter 
on a network machine and then on other machines, have local installs of the 
workbench where you've set the Help Contents (or whatever you choose to call 
it) menu item to point to the infocenter's URL. Links from F1 Help calls 
should be able to resolve to this URL.

This feature has been added in Eclipse 3.3 in a much more robust format. Instead of blindly using a remote server's help system, it's contents will be merged seamlessly with the local system.
