The profiles under org.eclipse.uml2.resources\profiles (Files: 
Basic.profile.properties, Complete.profile.properties, Ecore.profile.properties 
and Intermediate.profile.properties) they are translated. But they have been 
packaged in nl1.jar file under org.eclipse.uml2.resources.nl1 directory and 
they are not picked up. The localized files should be located under the 
org.eclipse.uml2.resources\profiles directory with English version of these 
files to be picked up.

The proposed solution will not work.  We will not move NL files out of 
fragments and into plugins.  This would create very bad maintenance issues.  
The VE had a similar problem.  Part of the fix was to move some files out of 
the nl.jar but they stayed in the fragment.  Please contact the VE team for 
details.

In addition to changing the localization mechanism to retrieve the properties 
files from the fragments, translation of the properties must be completed 
(currently they are only partially translated, i.e. for only some languages).

The Basic.profile.properties, Complete.profile.properties, 
Ecore.profile.properties and Intermediate.profile.properties had all been sent 
for translation. However some countries like Germany,Japan, etc...had decided 
not to translate these files. This is a country's choice.

Most everything else was translated by these countries, so maybe they can be 
convinced to change their decision for 1.1.0...

Have added this bug to my list of TVT for 3.1. Will encourage the countries to 
translate these .properties files next round.

The localization mechanism has been changed to retrieve the properties 
files from fragments (see 77406). The translated files need to be moved from 
the nl1.jar file to a org.eclipse.uml2.resources.nl1\profiles directory.
