I believe that "Open External File..." should be moved up in the File menu so 
that it is in the standard place for "File -> Open..." (i.e. after New and 
before Save (probably before Close, too)).

"Open..." is such a standard operation that the fact that it opens an external 
file in eclipse is kind of irrelevant - it still opens something. So as such, 
it should go where everybody would find it when they go looking for it.

This would perhaps let some people use eclipse "just for editing", but that's 
ok - we want eclipse to be accessible to everyone.

This request goes hand-in-hand with using Control+O for the shortcut key 
for "Open External File..." as mentioned in bug 47485.

If we change this we should also move "Open Untitled File"

Actually, I opened bug 75475 to move "Open Untitled File" to the File -> New 
menu.

This appears to be fixed in 3.1M3. The file menu has: New, Open Untitled Text 
File, Open External File..., <separator> Close, etc..

Correct. "Open External File..." is now in the right place. Closing this bug.

(fyi, the related bug that says that "Open Untitled Text File" is: too long, 
should use the word New instead of Open, and should be moved into the "New" 
menu, is now covered in bug 76816.)
