Spinning off this feature request from bug 37935.

Open an external file using File->Open External File...

Now, File -> Save As... should allow saving the file to a specified location 
in the file system (i.e. not necessarily in the workspace).

In fact, Save As... should probably generically allow this, even for a file 
that originally was in the workspace - why not allow the user to save outside 
the workspace if desired? The dialog can probably be cleverly designed to 
allow for either operation in an intuitive manner... <g>
