If you start eclipse with the debug perspective as your initial perspective, the
"drop to frame" button in the debug view is enabled.  Pressing it gives you a
"the chosen operation is not enabled" error and the button is disabled.

The problem only shows up when the debug perspective is the first one opened. 
Switching between perspectives does not disable the button.
