1. from your dev workspace launch a Run-time Workbench which is on floppy (A:\)
2. exit the target
3. eject the floppy
4. start again
==> dialog appears saying that the workspace is in use

We get the exit code/message from Platform/UI

This isn't an issue with the workspace launcher, the problem in this case is 
that eclipse is launched with "-data a:\workspace", but a: is inaccessible since 
there is no disk.

I suspect that IDE doesn't even get to run (in which case this a runtime issue). 
 However, I'll do some tests to confirm.

Windows repeatedly opened a "Disk not available" dialog, I had to choose 
"Cancel" many times, but was eventually able to reproduce this problem.
