Currently, the runtime workbench launch shortcut does not offer a contextual launch option. In 3.1, debug plans to deprecate perspective based luanching from the top-level "Run As>" menus, and replace it with context launching (selection based launching) - see bug 72517. This fix has been released to HEAD as a work in progress (pref setting "Run/Debug > Work in Progress > Use contextual launch in top-level run menus"). With this fix, there is no longer a runtime workbench launch shortcut available. The attached patch adds a contextual launch attribute to the shortcut to enable launching when a selected resource or active editor is assocaited with a project that has a plug-in nature.

The work in progress is in this week's I-build. We intend to release this as the default behavior into next week's I-build (Sept 7 build). Can this patch be applied for Tuesday's build?
