With a default install this is what I am seeing 

1. Select Help | Contents ( Help comes up OK )
2. Switch back to eclipse and select Window | Preferences ( dlg comes up ok )

Now try to get back to the help.  Cannot.  
o  Alt+Tabbing doesn't work.  Help window doesn't appear in list.
o  Icon for help is on task bar, however when I click on the icon the
   help window flashes briefly to foreground and then minimizes.

If close the dialog I then things go back to normal.

Thanks for reporting.
It is essentially the same issue as reported in 67543.
