build 3.0 RC3.

- I have a large workspace (lots of projects checked out from dev.eclipse.org)
- ran it against RC2.
- installed RC3
- started Eclipse
- build happened on startup presumably since some of the external jar
dependancies changed
- but the job wasn't in the Progress View (I did see it in the status bar though)
- when I put the view into Verbose mode it appeared
- when I took it out of Verbose mode it remained in the Progress View
