3.0-RC2

1. Have the perspective switcher in the top right so that you have a curve.
2. Grab the curve and resize so the right hand side is as small as it can go:
keep the mouse button down
3. With the mouse button down, move above the perspective switcher toolbar
4. Let go of the mouse, the cursor does not change.

The effect only stays until you leave the toolbar.  You can reproduce it using
the left hand side as well, but it gets much smaller so it's less obvious.

This is reproducable on Linux-Motif as well.

I can't reproduce this bug on Eclipse 4.6, closing. Please re-open if the issue persists.
