The team ui plugin may not be started when the workbench starts, and thus the
code we have to auto-enable repository provider capabilities would not work. I
hesitate to make the team-ui plugin extend the startup extension point.

We won't be able to solve this for 3.0, instead marking as 3.0.X candidate.

workaround is to pop-up context menu on a CVS project twice. This will trigger
plugin to load and run auto-enabling code.

It turns out that fixing this now would only help the 2.1 to 3.3 upgrade. I doubt this will happen very often so we do not plan on addressing this issue.
