In the R21Presentation presentation, the Package Explorer tab sometimes moves to
the right side of tab groups.  Restarting Eclipse consistently does this, but
I've seen it happen while Eclipse is running.  (I don't recall what steps I took
to make it do it while running Eclipse.)

Steps to reproduce:
1.  Make sure the R21Presentation presentation is selected.
2.  Open a Package Explorer tab and place it in a tab group.
3.  Drag-and-drop the Package Explorer tab so it is not the right-most tab in
the group.
4.  Restart Eclipse.  When you restart, the Package Explorer tab will now be the
right-most tab in its group.

The Default presentation does not seem to be affected by this bug, and oddly the
Package Explorer tab is the only tab I've seen that exhibits this problem.  I've
used every 3.0 milestone except M9, and this is the first time I've seen this
bug, so it was probably introduced in M9 or RC1.
