Any minor change to a plugin manifest (was changing core.resources manifest)
causes a build that takes minutes to finish.

I have the Core plugins as source, and import everything else as binary projects
(I use the simulated startup launching style).

The fact that binary projects were unnecessarily validated was addressed in 
bug 65578.

As for general slowness of the builder, it will be investigated part of bug 
65924
