Changes made to BrowserIntroPartImplementation.dynamicStandbyStateChanged()
after M9 have caused the standby page to always be stored as the currentPage on
the memento.  as a result, the standby page is always activated when you restart
eclipse with a non-fresh workspace.

fix in HEAD for RC3.
worked around bug 63568.
