Scenario
1) Launch Eclipse and select "Fast View" on Intro's context menu
2) exit Eclipse and restart

What is in the .log file?  That's the information that will really be useful.

Debbie,
intro view life cycle is handled by the UI team, this is why I transfered this 
defect to UI team. Dejan and myself are not in control of that code. 

Workbench team will handle.

Error log:
Could not create view: 'org.eclipse.ui.internal.introview'.
