You cannot paste using Ctrl-V in the plugin editor.  Ctrl-C and Ctrl-X do copy
and cut, however.  This is also occuring on Windows.

I can't reproduce it on Windows.
We have seen this one before, but I thought Doug fixed the keybinding problem

Please provide more detailed steps to reproduce, e.g when you open the editor, 
does it open on the source page or one of the forms?

Hrm. It has started working sporadically, both when starting in a form page and
in a source page.  I can't consistantly reproduce it, but it seems to happen
more frequently when I've also got several java editors open as well and I
switch between them (and the plugin editor) frequently.

I got the following after starting up and immediately opening a plugin.xml,
hitting ctrl-C to copy and ctrl-v to paste.  Nothing happened, but I wasn't sure
if I hit the right keys so I selected the text again, cut it, and then tried
pasting again.  And again.  And again.  Etc.

I can't seem to paste the log so I'm going to have to attach it.

handler= PDEFormEditorContributor$PasteAction  (id=1640)

This action is disabled at the time the problem happens.  The key binding
architecture identifies the paste command, and then checks whether the handler
is enabled.  Unfortunately, I believe the handler reports itself as disabled
because the action is disabled.

It seems to work if I the text was cutted/copied previously in the plugin
editor. But it does not work if the text was cutted/copied in an external
application (for example, notepad).
