Window -> Preferences -> Workbench -> Appearance

Toggle the view tabs from top to bottom in "View Tab position" and apply.

Notice that the contents of the views not move to the correct position - if 
you resize the view folder the contents get fixed.  CTabFolder is sending a 
resize event but it is not being respected here.

Same applies for editors.
