Stacking order of views when doing "Next View" (Ctrl+F7) is wrong. The Editor is
sometimes at second position when it should not.

Steps in I200404280800:
- have Problems and Search Views in same tab group
- open an editor
- Hold Ctrl and press F7 until Search View is selected; release Ctrl
- Hold Ctrl and press F7 until Problems View is selected; release Ctrl
- Ctrl+F7 -> Editor has focus (expected: Search)
